Capitol Boulevard Corridor Planning Project

One of the larger planning projects recently completed is the Capitol Boulevard Corridor Planning Project. With the help of the public, Thurston Regional Planning Council, and a consultant team led by MAKERs Architecture and Urban Design, the City completed plans to make major improvements to Tumwater’s most traveled street. 

The project has three main goals; 

  1. To improve the business climate and conditions; 
  2. Improve safety and expand transportation options for all users of the corridor including pedestrians, bikes, and vehicles; and 
  3. To improve the aesthetic appeal of the corridor as a whole.

Planning scope

The Capitol Boulevard Corridor Plan focused on the section of Capitol Boulevard between the Southgate shopping center area and Israel Road. The goal of the project was to find ways to improve the economic climate in the area; improve the aesthetic appeal of the corridor as a whole; and to improve transportation options and safety for walkers, cyclists, and motorists. The transformation of the corridor was identified as a priority item in the City’s Economic Development Plan and the City’s Strategic Plan. Capitol Boulevard was also designated as a priority corridor by The Urban Corridors Task Force of the Thurston Regional Planning Council.

Corridor plan, design guidelines, and zoning

The Capitol Boulevard Corridor Plan, design guidelines, zoning, and related amendments to the Tumwater Municipal Code were adopted and made effective on January 7, 2014.
