Intergovernmental Committees
Intergovernmental Committees
Councilmembers represent the City’s interests on numerous intergovernmental committees. These committees oversee areas of special interest for the City, county and region, such as:
- Community support through family strengthening, youth programs and human/social services
- Sustainability through water protection, transportation development, land use priorities and issues, environmental stewardship, economic development and viability
- Public safety and education through concerns for public health, community outreach, and educational programs
Alliance for a Healthy South Sound Council
The Alliance for a Healthy South Sound Council works to promote jobs and improve the watershed health of the Puget Sound. Meetings are the third Thursday of every other month (January, March, etc.) at LOTT Clean Water Alliance.

Capitol Lake/Lower Deschutes Watershed EIS Committee
The Capitol Lake – Deschutes Estuary includes the 260-acre Capitol Lake Basin, located on the Washington State Capitol Campus, in Olympia, Washington. This waterbody is an important recreational resource and valued amenity; however, it suffers from numerous environmental issues. The EIS will evaluate and identify a preferred environmentally and economically sustainable long-term management alternative for the Capitol Lake – Deschutes Estuary Project.

Community Action Council of Lewis, Mason and Thurston County
The mission of the Community Action Council is to improve the quality of life for all residents of Lewis, Mason, and Thurston counties by promoting self-sufficiency, strengthening families, and mobilizing community resources toward elimination of the causes and effects of poverty. To accomplish this mission, the council serves over 9,000 low-income individuals and families each year through programs that prevent homelessness, reduce hunger, and strengthen families.
Meetings are held the fourth Wednesday of each month (except August – combined meeting in November/December) at 5:30 p.m.

Intercity Transit Authority
The Intercity Transit Authority consists of nine members, meeting on the first and third Wednesday of the month at 5:30 p.m. The mission of Intercity Transit is to provide quality transportation by addressing the needs and demands of those riders, employees, and the community.

Joint Animal Services Commission (JASCOM)
The Joint Animal Services Commission consists of six members, from participating jurisdictions, one representative from the veterinary profession and one from the Humane Society. The committee meets the first Thursday of each month at 5:00 p.m.
JASCOM provides oversight to the interjurisdictional agency that serves to educate the public about the responsibilities of pet ownership; to place animals in responsible homes; to protect the public from injury and disease; enforcement for animal related laws, and to help resolve animal problems.

Law and Justice Council
The Thurston County Law and Justice Council provides an inter-jurisdictional forum for consideration of initiatives and resources to improve criminal justice services, enhance public safety and reduce crime throughout Thurston County. The Council meets on a quarterly basis at the Thurston County Courthouse and the time varies.

LOTT Clean Water Alliance Board
The LOTT Alliance Board of Directors consists of eight members, meeting on the second Wednesday of every month at 5:30 p.
LOTT is an intergovernmental agency established by the cities of Lacey, Olympia, Tumwater and Thurston County to operate, maintain, and improve existing wastewater transmission, treatment and discharge facilities.

Experience Olympia & Beyond
The Visitor and Convention Bureau Board of Directors meet the third Tuesday of the month, from 3:30 to 5:00 p.m., at the River's Edge Restaurant in Tumwater. The Board of Directors is comprised of 21 volunteers representing hoteliers, businesses and attractions in the Olympia, Lacey, Tumwater and Thurston County area.
The Visitor and Convention Bureau is a non-profit economic development agency responsible for competitively marketing the Thurston County area as a destination for conventions, tour groups and individual travelers. The goal of these marketing efforts is to enhance the economic vitality of the region while celebrating the rich history and diversity of Thurston County.

Olympic Region Clean Air Agency
The 1968 Washington Clean Air Act (RCW 70.94) authorized the creation of local air agencies responsible for enforcing federal, state and local air pollution standards. A nine-member Board of Directors establishes the policies and oversees the operations of ORCAA. The Board comprises a representative from each of the six counties in ORCAA’s jurisdiction, plus representatives of the three largest cities in the territory; Lacey, Olympia, and Tumwater. Board meetings are open to the public and held at 10 a.m. on the second Wednesday of each month at the agency office in Olympia. The Board is responsible for selecting an Executive Director, who serves as the administrative manager of the agency’s professional staff. The Executive Director also enforces the orders, ordinances, resolutions and regulations of the agency.

South Sound Military & Communities Partnership (SSMCP)
SSMCP aims to provide regional leadership to bridge military and civilian communities to foster communication, understanding and mutual benefit by serving as point of coordination for issues of specific interests of the military and civilian communities of the South Sound region.

TCOMM 9-1-1 Administration Board
The TCOMM 9-1-1 Administration Board establishes an annual budget to be incorporated into Thurston County’s budget, sets policies, and oversees the employment of the director and co-director of TCOMM 9-1-1.
The TCOMM 9-1-1 Administration Board consists of eight members meeting the first Wednesday of every month at 3:30 p.m.

Thurston Climate Mitigation Plan Steering Committee
Thurston County, cities of Lacey, Olympia, and Tumwater, and the Thurston Regional Planning Council are working on the Thurston Climate Mitigation Plan, a strategic roadmap for reducing climate polluting greenhouse gases.

Thurston EDC
The Economic Development Council consists of fifteen members, meeting on the fourth Monday of each month at 3:30 p.m. in the Pacific Mountain Workforce Consortium conference room.
The Economic Development Council is a private and public partnership committed to expanding private enterprise in Thurston County. Client definition: private enterprise that is operating, expanding, growing, or locating in Thurston County.

This Council consists of twelve members, meeting on the third Wednesday of the month at 3:30 p.m. Their mission is to provide efficient and effective pre-hospital emergency medical services throughout Thurston County.

Thurston County Opioid Response Task Force consists of a wide range of local partners convened to address the opioid epidemic and to implement the Thurston County Opioid Response Plan.

Thurston County Solid Waste Advisory Committee (SWAC)
The Thurston County Solid Waste Advisory Committee is a fourteen-member committee that meets on the second Thursday of every month (except July) at 11:30 a.m. in the Rainier room (main floor) of the county Public Works, Building C, 9605 Tilley Road South in Olympia.
The committee is required by state law, and acts as an advisory body to the Thurston County Commissioners for solid waste planning and program implementation.

The Thurston Regional Planning Council consists of a sixteen-member board which meets the first Friday of every month (except January) at 8:30 a.m.
The council provides visionary leadership on regional plans, policies and issues.

Transportation Policy Board (TPB)
The 16-member Transportation Policy Board consists of representatives from major employers, Intercity Transit, Port of Olympia, and member cities, towns and counties within the region. The board provides advice on transportation policy issues to the Thurston Regional Planning Council (TRPC).
The TPB meets the second Wednesday of the month at 7:00 a.m. at the offices of TRPC.

Thurston Regional Planning Council: Urban Growth Management Subcommittee
Reviewing and commenting on proposed changes to both the Urban Growth Boundary and County-Wide Planning Policies. The Subcommittee will meet three to four times a year.

Tumwater Lodging Tax Advisory Committee
The Lodging Tax Advisory Committee is composed of a cross-section of Tumwater representatives from the tourism industry. The Committee meets two to three times per year to develop a recommendation to the City Council for distribution of lodging tax funds to generate tourism dollars to Tumwater.
Lodging tax, also called hotel/motel tax, is an additional 2% charge assessed to each hotel or motel room stay in the City. These revenues are earmarked for funding tourism-related activities as prescribed by state law (RCW 67.28.18). Funding agencies are required to apply each year and report back to the City on the use of funds. See 2013 Lodging Tax legislation (HB1253)

Water Resource Inventory Area 13 (WRIA 13) Deschutes Watershed Restoration and Enhancement Committee
WRIA 13 Watershed Management Project brings together residents, local governments, the Squaxin Island Tribe, and state and federal agencies to attempt to develop a plan for allocating water, protecting water quality, and restoring fish habitat.
