Tumwater utility rates
2025 annual utility rate increase approved by council
Water
Your city of Tumwater water rates are comprised of fixed charges and commodity charges, fluctuating based on time of year and water usage. Property owners are responsible for all water that passes through the meter onto the property. Please do not tamper with the meter as it belongs to the city. Any damage that might occur due to tampering could result in additional charges. Meters are read at the beginning of each month and are billed at the end of the month.

Sewer & sewer treatment (LOTT)
Maintenance and construction of the local sewage collection system is paid through your city wastewater charge - the LOTT fee. The sewer collection system transports wastewater from your home to a treatment facility owned and operated by LOTT Clean Water Alliance. LOTT is a non-profit corporation, formed by four government partners – the cities of Lacey, Olympia, Tumwater, and Thurston County to provide wastewater management services.
Stormwater
Each developed parcel in the city is subject to the stormwater utility charge. Drainage from most properties enters or impacts the city stormwater system in some manner. These facilities, which are generally located on city streets, require continual maintenance and improvement. The stormwater utility supports capital improvement projects for flood control, erosion, conveyance improvements, and regional water quality or detention facilities.
