Capital Facilities Plan

The City of Tumwater utilizes the Capital Facilities Plan (CFP) as a planning document to provide a multi-year look at the strategies and financing requirements for major capital projects and programs. The CFP outlines the City’s needs for six years into the future for major construction, infrastructure improvements, land acquisitions, and machinery and equipment purchases. The Plan then provides a funding strategy and projected funding scenarios for each succeeding year.

The Plan provides the infrastructure envisioned or authorized by the Land Use Plan. The Capital Facilities Plan coordinates and provides consistency among the many plans for capital improvements, including the Transportation and Parks elements of the Comprehensive Plan. The Capital Facilities Plan should insure the timely provision of adequate public facilities.

The CFP is prepared bi-annually (in odd-numbered years), and is updated as needed in even-numbered years. While each City department contributes to the CFP, the Transportation & Engineering Department is responsible for compiling the Plan, coordinating and balancing the funding scenarios with revenue projections, moving the Plan through the public hearing and City Council approval process, and submitting the approved Plan to the Washington State Department of Commerce.
