Capital Projects

Projects which purchase or construct capital assets are considered capital projects. Typically these projects include the construction of a building or facility or infrastructure improvements.

A robust definition lies in the Revised Code of Washington (RCW) 82.46.035; a "capital project" means those public works projects of a local government for planning, acquisition, construction, reconstruction, repair, replacement, rehabilitation, or improvement of streets, roads, highways, sidewalks, street and road lighting systems, traffic signals, bridges, domestic water systems, storm and sanitary sewer systems, and planning, construction, reconstruction, repair, rehabilitation, or improvement of parks.

Capital projects are planned and constructed through public processes. The Capital Facilities Plan (CFP) outlines funding strategies identified as community priorities in the Comprehensive Plan.

Regional Planning

City representatives participate in regional transportation planning groups such as the Regional Transportation Improvement Program, Transportation Improvement Policy Board, Puget Sound Regional Transportation, and Thurston Regional Planning Council.

Transportation Projects

Roads and trails that make up the transportation system can take decades of planning and engineering study, property acquisition, and funding, before construction ever begins. The City of Tumwater Transportation Plan contains a number of projects in various stages of planning, feasibility, design and construction. Significant projects are highlighted in this section.

Non-City Projects

The City of Tumwater manages City Projects only. Other public agencies, private utilities, and nonprofits provide services and oversee construction within the Tumwater city limits. Sometimes these projects interrupt daily activities of Tumwater residents and businesses. Construction activities require permits and the City works with contractors and responsible agencies to manage the impact to the transportation system and daily activities and works to inform residents about potential impacts. For details, please contact the responsible agency, or call Transportation & Engineering at (360) 754-4140 for a project contact referral.

LOTT

The City of Tumwater is part of an Interlocal Agreement with Thurston County and the cities of Olympia and Lacey to efficiently manage the community’s wastewater treatment.

WSDOT

The City of Tumwater began working with WSDOT (Washington State Department of Transportation) to install fiber optic cable as part of the City’s long term plan.
