The primary function of this plan is to explain the risks posed by natural hazards and to identify actions that can make Tumwater a more disaster resilient community. The regional plan addresses hazards county-wide while the Tumwater Annex of the plan specifically addresses hazards to Tumwater.

In an effort to manage risk, contain costs, and promote sustainable communities, the federal government outlined new hazard mitigation planning requirements for states, tribes, and local governments in the Disaster Mitigation Act of 2000 (44 CFR part 201.6). The act established the requirement for local governments to adopt a federally approved hazard mitigation plan in order to be eligible to apply for and/or to receive federal mitigation assistance program grants. Local hazard mitigation plans must be updated and resubmitted to the Federal Emergency Management Agency (FEMA) for approval every five years. The Tumwater City Council placed the update to this plan on the 2017 Long Range Planning Work Program.
